			<content:encoded><![CDATA[<p>A few weeks ago, videos were forwarded to me of “burlesque” shows that had been conducted in Alton taverns.  After reviewing the videos, I called one of our tavern owners who had advertised that he would be conducting a burlesque show.  In the presence of the Police Chief and City Attorney, I explained to him that, whatever it may be called, women stripping off their clothes is a violation of our city ordinances.  I made it clear that such exhibitions in taverns will not be tolerated by this administration.  I also made it clear that shows featuring live music, dancing, comedy, and the like present no problem; only the <b>strippers</b> and the nudity shown in the videos would subject a licensee to prosecution.  The tavern owner understood the dilemma and chose to cancel the scheduled burlesque show.

He said he watched a YouTube video of a performance from a show in Alton and he believed the law was violated. He said one performer was wearing only tassels on her breasts and displaying more of her buttocks than the law allowed.<br />Some Alton taverns featured topless bartenders before Hoechst became mayor in 2009. He quickly ordered a crackdown and said he had heard no more complaints since then.<br />Alton is in Madison County, which prohibits <b>strip clubs</b> like those in neighboring St. Clair County.

LOUIS &gt; Bribery scheme brings two-year sentence • Joseph Madlinger, 71, of Dupo, was sentenced Tuesday to two years in federal prison and fined $50,000 for bribing a U.S. Department of Veterans Affairs official with cash, baseball tickets and <b>strip club</b> lunches to steer business to a company that used a disabled veteran as figurehead. Madlinger a retired civil engineer, pleaded guilty to a conspiracy charge in February and admitted helping establish a company called CJMS Contracting LLC, with a service-disabled veteran named James Browdy at its helm. CJMS was designed to win contracts that were supposed to go to disabled veterans, but prosecutors said Browdy was simply acting as a &#8220;rent-a-vet&#8221; and played no role in the company. CJMS was a shell, and the real work was done by a St. Louis County company called Gateway Contractors, run by Michael Woodling. The bribes went to Russell Todd, who was chief of projects or chief engineer at a VA hospital in St. Louis and also played a role at Jefferson Barracks National Cemetery. He is now retired.

			<content:encoded><![CDATA[<p>The St. Louis Rams&#8217; 2012 NFL Draft grades have been mixed, for the most part, but Don Banks of SI.com, at least, is giving them some extra credit for taking a risk with one of their three Round 2 picks: Janoris Jackson&#8217;s character problems are well documented, but if he&#8217;s really a Top 10 kind of talent—and with the Rams as bankrupt in the secondary as they are, outside of Cortland Finnegan—it&#8217;s a chance for Les Snead and the new Rams braintrust to make a big mark on the team immediately.<br />In Jenkins&#8217;s own words, he &#8220;never shot up a <b>strip club</b>,&#8221; but the comparisons to Pacman Jones and Jeff Fisher&#8217;s embattled tenure in Tennessee are inevitable. In the end I like Banks&#8217;s suggestion that the Rams have, at least at the moment, managed to get both quantity and quality in the 2012 NFL Draft, thanks to their judicious trading and, well, their ineptitude in 2011.

It&#8217;s a challenging personal history for the Rams to deal with, to say the least.<br />But that&#8217;s where Fisher&#8217;s experience might well prove valuable. He was, of course, the head coach in Tennessee when the Titans drafted talented but troubled West Virginia cornerback Adam &#8220;Pacman&#8221; Jones in 2005&#8217;s first round. Schardan made her laugh—something she said she sorely needed. A couple of weeks later, he told her he was a felon.<br />“Did you murder somebody?” Gotto, 43, asked. He told her no, then explained his past. Gotto didn’t flinch.<br />“Let’s see where it goes,” she remembers thinking. Now, she describes him as ‘so much more than a bank robber.”<br />Still, she admits, early on in their relationship, every time the TV news mentioned a bank robbery, she would look up to see if the police sketch or photo from surveillance video looked like Schardan.<br />Schardan has passed through several jobs—including a stint as a <b>strip club</b> security guard—on his way to comedy. Today, he and Gotto live together, along with his son, Kody, 17, and her son, Jory Frick, 26, in Fairview Heights.
