A $250,000 federal grant through the U.S. Department of Justice was provided annually as “seed” money for various projects to “weed” out crime in the three neighborhoods – Hunterstown, Middletown and Mexico. Crimes addressed included gun violence, prostitution and drug trafficking.

A necropsy showed that the dog draped over the window sill on the second floor had fatal injuries consistent with having had the window slammed down on its neck repeatedly, crushing his larynx. It’s another in a long line of gang-related incidents of animal abuse.
A witness reported that there was a sixth dog that had been killed and hung out of a window for several hours, but that dog’s body has not been found. Another neighbor said that in recent weeks people had been coming and going from the building at all hours, and that it was a location for drug sales and prostitution. That witness said they could hear at least one dog yelping and barking for several days last week, but human activity had ceased before the weekend.

According to Stltoday.com, what authorities discovered inside of the graffiti-laden house was gruesome. The bodies of five dogs, mutilated and tortured, were in various states of decay throughout the house.
The deceased dogs all appeared to be Pit bulls.
Stray Rescue of St. Louis was called in to assist the authorities with this disturbing case. Randy Grim of Stray Rescue describes the interior of the house as a “torture chamber”,
“This isn’t just abuse. This is like scary torture, strangulation, peeling off the fur. It’s like one of the worst things I’ve ever seen in my life.”
Individuals assisting in the clean-up effort describe dogs who had been choked, burned and hanged. Electrical cords and chains used to strangle the dogs were also discovered.
According to a neighbor, the vacant house was recently a haven to drug dealers and prostitutes. The dogs were allegedly kept at the house to keep the police at bay.

One of the dogs had been choked, another burned and a third was found hanging out of a second-floor window at the brick, four-family building at 5321 Wells Avenue. St. Louis police received a call about the dog in the window, responded to the building and then contacted Stray Rescue, whose staff members discovered the decomposing bodies of four other dogs inside the apartment.
Rescuers also found chains and electrical cords used to restrain and strangle the animals inside the apartment. The building’s front doors were boarded up with “No Trespassing, No Loitering” signs Tuesday evening. The upstairs window where one dog was found remained wide open, as did the second-floor back door. Weeds, knee-high grass and trash ruled the front and back yards.
Stray Rescue said graffiti was scrawled on the interior walls of the building.
A neighbor said the building was recently a haven for drug sales and prostitutes, with visitors coming and going at all hours. The dogs were there to protect against a police raid, suspected the man, who declined to give his name out of safety concerns.

A few weeks ago, videos were forwarded to me of “burlesque” shows that had been conducted in Alton taverns. After reviewing the videos, I called one of our tavern owners who had advertised that he would be conducting a burlesque show. In the presence of the Police Chief and City Attorney, I explained to him that, whatever it may be called, women stripping off their clothes is a violation of our city ordinances. I made it clear that such exhibitions in taverns will not be tolerated by this administration. I also made it clear that shows featuring live music, dancing, comedy, and the like present no problem; only the strippers and the nudity shown in the videos would subject a licensee to prosecution. The tavern owner understood the dilemma and chose to cancel the scheduled burlesque show.

As mayor, Hoechst is also the city’s liquor commissioner. He said downtown Alton has a vibrant nightlife but it is also home to a growing number of people and their interests need to be protected, too.
“We want a happy medium,” he said.
Hoechst said city ordinance prohibits the display of certain body parts. He said he watched a YouTube video of a performance from a show in Alton and he believed the law was violated. He said one performer was wearing only tassels on her breasts and displaying more of her buttocks than the law allowed.
Some Alton taverns featured topless bartenders before Hoechst became mayor in 2009. He quickly ordered a crackdown and said he had heard no more complaints since then.
Alton is in Madison County, which prohibits strip clubs like those in neighboring St. Clair County.

Madlinger a retired civil engineer, pleaded guilty to a conspiracy charge in February and admitted helping establish a company called CJMS Contracting LLC, with a service-disabled veteran named James Browdy at its helm. CJMS was designed to win contracts that were supposed to go to disabled veterans, but prosecutors said Browdy was simply acting as a “rent-a-vet” and played no role in the company. CJMS was a shell, and the real work was done by a St. Louis County company called Gateway Contractors, run by Michael Woodling. The bribes went to Russell Todd, who was chief of projects or chief engineer at a VA hospital in St. Louis and also played a role at Jefferson Barracks National Cemetery. He is now retired.
