He said the initiative started after the original Weed and Seed program lost its federal funding.<br />&#8220;There was some concern as to whether it could operate without the federal funding,&#8221; he said. &#8220;What you see here today is the result of the continuation of that program without any additional funding.&#8221;<br />Weed and Seed operated from 2002 to 2007. St. Louis police received a call about the dog in the window, responded to the building and then contacted Stray Rescue, whose staff members discovered the decomposing bodies of four other dogs inside the apartment.<br />Rescuers also found chains and electrical cords used to restrain and strangle the animals inside the apartment. The building&#8217;s front doors were boarded up with &#8220;No Trespassing, No Loitering&#8221; signs Tuesday evening. The upstairs window where one dog was found remained wide open, as did the second-floor back door. Weeds, knee-high grass and trash ruled the front and back yards.<br />Stray Rescue said graffiti was scrawled on the interior walls of the building.<br />A neighbor said the building was recently a haven for drug sales and <b>prostitutes</b>, with visitors coming and going at all hours. The dogs were there to protect against a police raid, suspected the man, who declined to give his name out of safety concerns.

			<content:encoded><![CDATA[<p>A few weeks ago, videos were forwarded to me of “burlesque” shows that had been conducted in Alton taverns.  After reviewing the videos, I called one of our tavern owners who had advertised that he would be conducting a burlesque show.  In the presence of the Police Chief and City Attorney, I explained to him that, whatever it may be called, women stripping off their clothes is a violation of our city ordinances.  I made it clear that such exhibitions in taverns will not be tolerated by this administration.  I also made it clear that shows featuring live music, dancing, comedy, and the like present no problem; only the <b>strippers</b> and the nudity shown in the videos would subject a licensee to prosecution.  The tavern owner understood the dilemma and chose to cancel the scheduled burlesque show.

He quickly ordered a crackdown and said he had heard no more complaints since then.<br />Alton is in Madison County, which prohibits <b>strip clubs</b> like those in neighboring St. Clair County.

LOUIS &gt; Bribery scheme brings two-year sentence • Joseph Madlinger, 71, of Dupo, was sentenced Tuesday to two years in federal prison and fined $50,000 for bribing a U.S. Department of Veterans Affairs official with cash, baseball tickets and <b>strip club</b> lunches to steer business to a company that used a disabled veteran as figurehead. Madlinger a retired civil engineer, pleaded guilty to a conspiracy charge in February and admitted helping establish a company called CJMS Contracting LLC, with a service-disabled veteran named James Browdy at its helm. CJMS was designed to win contracts that were supposed to go to disabled veterans, but prosecutors said Browdy was simply acting as a &#8220;rent-a-vet&#8221; and played no role in the company. CJMS was a shell, and the real work was done by a St. Louis County company called Gateway Contractors, run by Michael Woodling. The bribes went to Russell Todd, who was chief of projects or chief engineer at a VA hospital in St. Louis and also played a role at Jefferson Barracks National Cemetery. He is now retired.
