Police Chief William Webber told the Wood River City Council that East Alton passed an ordinance banning synthetic cannabinoids after police discovered a manufacturing plant operating in town earlier this year. He said the state was working on a similar law, but the measure is not expected to be approved until next year.
The new ordinance prohibits anyone from possessing, selling or offering to sell the products containing synthetic cannabinoids, which is a blend of herbs that mimics the effects of marijuana. The product also is known as “K2,” “Genie,” “DaScents” and “Zoha.”
The city updated ordinances on offenses involving alcoholic liquor, morality and miscellaneous provisions to include: sale of alcoholic liquors to minors; sale of non-alcoholic brew to minors; forged identification cards; keeping a place of prostitution; patronizing a prostitute; soliciting a prostitute; pandering; pimping; public indecency; obscene marking in a public view; window peeping; gambling; climbing utility poles, intimidation; games in streets; and sniffing or inhaling intoxicants.

Missouri Attorney General Chris Koster said that he and 20 other attorneys general are asking the online classified ads website backpage.com to drop its adult services section.
Koster said that they are concerned that the backpage.com section is being used to promote prostitution.
“Anybody who goes on these sites and takes a look at the type of advertisements that are occurring, the types of photography, the hourly rates, the dollar-per-hour requests, would be left with little to no doubt that many, many of these ads are directly related to prostitution,” Koster said Tuesday.
Koster was also among the state attorneys general to negotiate with Craiglist to remove its adult services section, which it did last week.

A St. Louis man was sentenced to eight months of house arrest and five years or probation Tuesday for blackmailing a “medical professional” with information about his use of prostitutes.
Ethan Mikeal Avalos, 27, somehow found out that the man had several “paid sexual encounters” at the Drury Hotel in Chesterfield with a woman that the man met on Craigslist. Avalos used that information to threaten to expose the unidentified man.
Avalos pleaded guilty to an extortion charge in federal court in St. Louis on June 24, admitting accepting a total of $8,000 in 2008. In November 2009, Avalos wanted more, writing in an email, “You are luckier than Tiger you were given the chance to have your big mistake kept away from your wife/media/practice.” Instead of paying, the victim went to the FBI.

Ethan Avalos sentenced in blackmail sex case
St. Louis, MO (KSDK) — A 27-year-old St. Louis City man was sentenced Tuesday for blackmailing a medical professional who solicited a prostitute on Craigslist, US Attorney Richard Callahan said.
According to court documents, between late 2007 to December 2008, the defendant, identified as Ethan Mikeal Avalos, extorted $11,500 from a person to keep from revealing that the victim had several paid sexual encounters. Those sexual encounters occurred at the Drury Hotel in Chesterfield.
In response to the threats, the victim made several cash drop-offs to an individual at the registration desk at that Drury Hotel in late 2008. Those cash drop-offs in the blackmail sex case totaled approximately $8,000.
Avalos also told the victim he was a Marine and was being sent overseas, and did not contact the victim until November 2009. Avalos threatened to expose the paid sexual encounters once again if the victim did not pay him. When the victim did not immediately respond, Avalos sent a threatening email in December 2009.

20 attorneys general are joining the fight against the online sex classifieds section of Backpage.com.
Missouri Attorney General Chris Koster said “because backpage cannot, or will not , adequately screen these ads, it should stop accepting them altogether.”
The issue took center stage here when FOX 2 broke the story of a St. Louis county mom who found her 14 year old being sold for sex on the Backpage.com site. the mother of four hired St Louis attorney Bob Pedroli to stop the site.
She believes there are many other young girls being trafficked for sex.
Pedroli filed a federal lawsuit last week and told us he thinks he’s found a way to force online classifieds to stop pimping, by accusing them of aiding and abetting in child sex trafficking.

ST. LOUIS | A girl who ran away from home and became a prostitute at age 14 is suing Village Voice Media, accusing the newspaper conglomerate of knowingly allowing her pimp to advertise her services on one of its companies’ websites.
The lawsuit, which does not name the plaintiff, was filed in U.S. District Court in St. Louis and seeks at least $150,000 in damages.
The girl’s pimp, Latasha Jewell McFarland, 27, of St. Louis, pleaded guilty to prostitution charges in federal court earlier this month.
Prosecutors say the girl ran away from her St. Louis home and met McFarland in 2009. They say that McFarland persuaded the girl to work as a prostitute by telling her she could earn $100 for each sex act, and that McFarland took half the proceeds.
McFarland admitted she posted nude photos of the girl online, bought condoms, arranged meetings and drove the teen to hotels. Prosecutors said she also encouraged the teen to go to parties where men would pay for sex with multiple wome …
